Dr. Leonard Moore was born and raised in Charleston, South Carolina. Leonard received his bachelor’s degree in English/Technical Communications from North Carolina State University in 2000.
He later received his teacher certification in 2003. After encountering obstacles in the job market related to his disability, he returned to graduate school to pursue his master’s in Rehabilitation Counseling at the University of North Carolina at Chapel Hill. During this time, Leonard developed a broader understanding of the psychosocial aspect of disability along with the viatical and legislative foundation of the disability rights movement. This more comprehensive understanding played a critical role in reshaping his own identity and informing his role as an advocate in others' lives.
After graduating in 2009, Leonard has since served as a rehabilitation counselor in South Carolina, North Carolina, and California. In his role, he collaborates with employers, colleges and universities and various sources of community support to help persons with disabilities achieve their educational and employment goals. In 2016, he returned to N.C. State to pursue his doctorate in Adult Education & Workforce Development. He graduated in 2023 and is now developing his dissertation, Tools of Engagement: The Role of Technology in Promoting Resilience in College Students with Disabilities, into his first book.

Given the current legislation designed to address this such as the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990, there seems to be a communications gap between employers and persons with disabilities eligible to enter the workforce.
